The Government of Rivers State through the Rivers State Primary Health Care Management
Board (RSPHCMB) in conjunction with other key stakeholders in the health sector is committed
to universal access to affordable and quality health care for its residents. In line with this
commitment, the Rivers State Primary Health Care Management Board has been given the
mandate to oversee all the working and management of primary health care in the State.
The Rivers State PHC Operational Guidelines is a document on the inner workings and structure
of the Rivers State Primary Health Care Management Board (RSPHCMB) and other organs such
as the Local Government Primary Health Care Authority, Ward Development Committees and
the Village Development Committees. It is one of the requirements of the National Primary
Health Care Development Agency (NPHCDA) in their efforts to achieve Primary Health Care
Under One Roof (PHCUOR).
The primary goal of the Operational Guidelines is to ensure the smooth running of all the
different departments of the Board and ultimately improve the standard of primary health care
service delivery as it clearly outlines the responsibilities and expected deliverables of the
different departments. A team from the Technical Support Unit (TSU) from the NPHCDA
provided technical assistance.
