One of the key components of Primary Health Care Under one Roof (PHCUOR) is the
availability of a costed Minimum Service Package (MSP) for the Primary Health Care (PHC)
System: it serves as a strategic focus for investment in the health sector.
The workshop which held from 23 rd – 27 th October 2023, brought together professionals from the
State Ministry of Health, Ministry of Finance, Ministry of Budget and Economic Planning,
experts from W.H.O, UNICEF, CHAI, and stakeholders from the Ministry of Women Affairs,
Local Government Service Commission, and Bureau of Public Procurement to strategize on
developing and improving MSP and investment strategies for PHC in Rivers State. A team from
the Technical Support Unit of National Primary Health Care Development Agency (NPHCDA)
led by Mr. Adesina Adelakun provided technical assistance working with the Technical team in
the Department of Planning Research & Statistics, Rivers State Primary Health care
Management Board (RSPHCMB) and facilitated by the Executive Secretary, RSPHCMB.
At the end of the workshop, the MSP was able to;
Provide a guide for the continuous development of PHC in terms of infrastructure, human
resource availability and service provision.
Define for the State, the various types of fixed health facilities and the minimum
standards for PHC structures.
Define appropriate systems, staffing, equipment and PHC service delivery at Local
Government level.
Improve access and quality of service at the various levels of the PHC system.
The costing and investment components are in its conclusive phase.
